Mayor of Kingstown season 3 episode 9 recap: Mike's plans go awry
Plus, Konstantin won't take no for an answer (SPOILERS ahead).
Mayor of Kingstown season 3 episode 9 opens on an ambulance carrying Merle (Richard Brake) speeding to a hospital. A bus of prisoners — including Raphael (D Smoke) — is loaded up and driven to the court-house. Meanwhile, Ian (Hugh Dillon) signs serial killer Charlie (Kenny Johnson) out and takes him on an outing upstate with Stevie (Derek Webster).

Kareem on the brink
Kevin (Denny Love) lies and tells Kareem (Michael Beach) the biker who blew up the prison was white.
A superior tells Kareem he needs to resign as the warden of the Kingstown Prison. He refuses, saying he's just started an investigation into all of the recent incidents. But the superior says he has two weeks to resign or he’s fired. Kareem loses his cool, screaming that he's worked too hard for too long and won't just give it up.
Kyle finds out
Mike (Jeremy Renner) informs Tracy (Nishi Munshi) that Breen (Matthew del Negro) has been transferred out of the prison hospital, hopefully sending the message to any other correctional officers raping inmates. But Warden Michaels (Tara Karajan) warns Tracy that she's just made herself a target.
Breen spots Tracy in the car park. As he drives away, he gives her the finger. In response, she repeatedly drives into his car and speeds away.
Kyle (Taylor Handley) arrives home to find Tracy's damaged car. She insists she got rear-ended at a light, that Mitch is OK and the person responsible drove off. When Kyle asks further questions, Tracy tells him to back off. Finally she tells him the truth about going to Mike for help. Kyle tearfully says there’s no point to him if he can't protect her.

Charlie threatens Ian
Charlie leads Ian and Stevie to a remote spot where he believes he buried one of his victims. As he struggles to remember, Charlie brings up Ben Morrissey, but Ian quickly changes the subject. Charlie suddenly remembers where he buried the victim's legs and takes them towards the trees. Forensics find the body.
Ian takes Charlie back to the police car, but when Charlie keeps bringing Ben, Ian shoots and kills him. When the other officers arrive at the scene, Ian tells them Charlie attacked him.
Mike plays all angles
Carney (Lane Garrison) tells Mike that Merle's poor condition has left the Aryan Brotherhood in prison vengeful. In the hospital, Mike tells a recovering Merle he put KPD on Bunny's (Tobi Bamtefa) back, which means he’s out of action. But Merle wants Bunny dead. Mike says that'll happen in good time. He also has people on Konstantin's (Yorick van Wageningen) case and alludes he's part of the Aryan Brotherhood again.
Mike then goes to visit Konstantin on his yacht, where Iris (Emma Laird) is as well. Mike tells Konstantin Merle thinks he tried to kill him. While not disappointed, Konstantin says it wasn't him. Mike concludes it must have been Bunny and promises to give Konstantin Bunny and his vast arsenal of weapons, which he'll take a percentage of when Konstantin sells them.
At a court hearing, Raphael (D Smoke) manages to sneak away from the guards and break out. When Mike learns this he tells Ian to make sure officers don't look too hard for Raphael. Mike needs Raphael to be out for a day as he can help solve their problems.
Mike finally finds Bunny in a car park of a fast food restaurant. He gets in the backseat of Bunny's car and holds him at gunpoint so he can read him the riot act. Mike can give Merle to Bunny and he’ll take down the Russians, too. But Bunny no longer trusts Mike. Mike insists he knew Bunny would change locations after he found his arsenal of weapons, so he gave SWAT the wrong address on purpose. Raphael is the key, Mike explains.
Bunny warns Mike he has to deliver everything he has just promised, otherwise he'll have to kill him.
Mike's plan
At a safe house, Bunny tells Raphael he has to go back into prison. He insists the Aryan Brotherhood has been crushed and the Russians are on the way out. He says they're owed some payback.
Mike tells Robert (Hamish Allan-Headley) and Kyle he's going to giftwrap Raphael to SWAT, but Robert no longer trusts Mike. Mike isn't thrilled with Robert either after his argument with Kyle in front of the SWAT team, but Kyle vouches for Robert. After Robert departs, Kyle tells Mike Robert is not healthy.
The Attorney General is raising the heat on Evelyn (Necar Zadegan). To help her, Mike says he can get her Raphael and she can frame his return however she wants. But only if she allows Raphael to leave prison after everything is over.
Mike drives Raphael to the hospital, telling him he has men on the inside so he'll be invisible. Raphael doesn't know whether to trust Mike, but he has no other option. He goes into Merle's hospital room only to find that Mike's police officer has been killed by Merle, who is now missing. Raphael leaves rendezvous with Mike, who insists Merle couldn't have gotten far. Mike calls Ian and tells him where to pick up Raphael, who then surrenders himself to SWAT.
However, Merle never left the hospital, he was hiding in the bathroom. Officers eventually find Merle injured in the hospital.
Iris' future
Iris visits Mike at his office. She tells him Konstantin thinks Milo is still alive, which is why Konstantin killed Tatiana, as she warned Milo about the hit. Mike says it's not possible, he saw the boat explode. He reminds Iris that Konstantin is a junkie.
Mike promises to fix everything and then tells Iris she'll be able to get out of town. Iris worries she's going to have to look over her shoulder for the rest of her life, but Mike says when he's done there’ll be no-one left to follow her.
Konstantin offers Iris money to leave Kingstown again, but she refuses, saying she has to earn her own future. But Konstantin doesn't listen and instructs Roman (Mark Ivanir) to get Iris a new identity anyway.
As Roman meets with a woman to collect Iris' new identity and papers, Milo (Aidan Gillen) emerges from the shadows and shoots Roman in the leg. A wounded Roman tells Milo to finish the job, but Milo refuses. He needs to keep Roman alive for a while to complete his plan to kill Konstantin and Iris.
